SPENDING AUTHORITY PROTOCAL: In compliance with a recommendation made in the 2005 audit the Budget Committee recommended and the Board approved a spending authority protocol for OSBA expenditures. A copy of the protocol is posted on the OSBA website, www.ohiostatebeekeepers.org . To summarize the essential points; an annual budget must be approved by the membership, all expenditures must be authorized by a budget line item or by a specific resolution of the Board of Directors, two persons are required to authorize payment of any expenditure, The Board of Directors shall make no expenditures in excess of 15% of the dues income of the preceding year for any purpose other than the regular maintenance or operation of the OSBA without the proper approval of the members in assembled meetings.

INCORPORATION & TAX EXEMPT STATUS: OSBA is seeking to reinstate it’s Incorporation as a Non-Profit Corporation is the State of Ohio and is seeking to establish tax exempt status as a 501(c)3 organization.

THE QUEEN PROJECT

Queen rearing classes have generated at least 50 new members with an income from membership fees of at least $1,000.00. Exact figures are not possible to produce due to inconsistencies in identifying new membership registrations generated at queen rearing classes.

OSBA committed $500.00 funding to the Queen Project. An additional $106 was raised through an equipment auction at the Queen Rearing class in the Western Reserve Region and donated as a gift designated for the Queen Project. Total funding available for the queen project for 2007 was $606.00. Total expenditures for the queen project for the year to date are $523.65, leaving a balance of $82.35. This amount, $82.35, is the remainder of the $106 designated gift and is available for the Queen Project in addition to any funds budgeted or approved from OSBA general funds.

In addition to the funds described above an additional donation of equipment, bees, and in kind services was made by several individuals valued in excess of $5,000.00. The time and travel of the Regional Queen Coordinators was also donated and it is not possible to assign a dollar value to that contribution at this time.

NORTH COAST QUEEN ASSEMBLY

The North Coast Queen Assembly was held October 13, 2007, at the Brukner Nature Center in Troy, Ohio. Registration fee was $40 which included lunch. The program included Larry Conner, John Harbo, Jim Tew, Greg Hunt, Gary Reuter and Joe Latshaw. There were 71 paid participants from seven states (Ohio, Pennsylvania, Virginia, West Virginia, Illinois, Indiana and Michigan). Feedback from the participants was overwhelmingly positive with significant interest expressed in follow up events. Many thanks to Larry Conner and Dana Stahlman for the great work, and great effort, they put into designing and implementing the event. Deep appreciation is due to Tony Rimkus and the Miami Valley Beekeepers for a great job hosting the event and for their great hospitality. Brukner Nature Center was a great venue for the event and would be an excellent venue for future OSBA events. OSBA served as administrative agent for the event. Funds reported are on OSBA’s books

A motion to accept the proposed 2008 budget was made by Ray Alley and seconded by MJ Kresho. A vote was cast and the motion carried.

Bob gave a brief review of the spending authority protocol and reported OSBA is in the process of obtaining their 501 (c) 3 status so that they would be eligible for grants.

This brought conversation to the status of the grant which would allow 100 new beekeepers to obtain what they would need to start beekeeping. In order for these beekeepers to receive the start-up materials, they would need to join OSBA, be required to take a beginner’s beekeeping class, and pass it. It was at this point a motion was made by Dana Stahlman to commit the $2000.00 received by these new members to help supplement the grant. Mike McVay seconded the motion. A vote was taken and the motion passed unchallenged.

A new OSBA constitution was presented and reviewed by the membership and a vote to accept the new constitution was taken. The results of this vote were unanimous and the new constitution was passed. A motion was made by Dwight Wilson to accept the vote and new constitution. This was seconded by Ray Alley. Another vote was taken and the motion carried.

The presentation of the 2008 Beekeeper of the Year award was given by the 2007 recipient, Dave Duncan. The winners of the 2008 Beekeeper of the Year aware was given to Barry and Carmen Conrad.

Special recognition and appreciation was made to our retiring Newsletter editor, Kathy Summers. Kathy served as OSBA’s newsletter editor for 10 years. Kathy was presented with a plaque of appreciation by President Ron Hoopes. Deborah Parsons will be taking over as editor starting with the first issue in 2008.

Our hosts for the 2007 fall meeting held a 50/50 raffle. This year’s winner was Mark Zeiner who took home $103.00.

Denzil St. Clair of Queen Right Colonies held a ‘Smell Contest’ at their vendor booth. Denzil had about 10 different boxes with various odors, fragrances, and smells. The idea was to test your beekeeping knowledge by correctly identifying the sources, or causes of these smells. Anthony Simpson was the winner. He donated his winnings of a nuc box to a member in the audience who will give it to a young and upcoming beekeeper.

Given there wasn’t any further business to discuss. Ron again thanked LCBA for all of their hard work on making this fall’s meeting a huge success. Ron called for adjournment at 3:50 p.m.
